Justice highlighted critical differences: in New Mexico, medical and pharmacy boards oversee the formulary, a 90-hour pharmacology course is required, and still, the system has been plagued with problems. Montana’s bill contains none of these safeguards. Justice warned of a dangerous slippery slope, citing how New Mexico’s limited formulary expanded and eventually led to a failed push for full prescribing rights—without appropriate training or oversight.
