The North Carolina board’s handling of the NBCE-FCLB merger was a study in unserious governance. After zero discussion about the merger, Executive Director Joe Siragusa told the board to empower the president and vice president as delegate and alternate to vote “as they see fit,” prompting the now-infamous motion: “A motion to, well, whatever Joe said there.” The Vice president of the board then appeared unsure whether he should even vote for himself, was told yes, and voted on a motion naming himself alternate delegate. Meanwhile, the board spent far more time on telehealth, position statements, and routine matters than on a merger that could reshape chiropractic regulation, testing, and licensure nationwide.
